Tom was born on May 3, 1931 in Dubuque, the son of Leo B. and Helen (Ott) Schlueter. He graduated from Loras Academy and attended Loras College. Tom was passionate about the game of baseball and very proud of his baseball skills. He started playing at the age of 13 and went on to play for numerous leagues throughout his playing days. Tom's favorite memory of his baseball career was when he was a member of the semi-pro team, the Dubuque Star Brewers, and was struck out swinging against Satchel Paige who went on to become a famous major league pitcher.
On May 9, 1964, Tom married Dorothy Wubben at St. Patrick's Catholic Church in Dubuque. Tom joined the Schlueter Insurance Agency in 1953 with his father and brother and went on to become vice president of the firm. He was president of the local insurance association and a state representative of that association. He was active in many fund raising drives for The United Way, Cancer Society, Stonehill Care Center, Wahlert High School, Loras College and Mercy Medical Center.
Nothing was more important to Tom than his "bride", children, grandchildren and his abiding love of country. He had a deep appreciation for music and enjoyed singing and playing the piano.
